Our neck and face are very exposed to the elements all the time (Well maybe recently, with face masks, the face is less so!.  But in general we don't cover these areas, especially the face, as we need to breathe in fresh air.  

So because they are quite exposed they need a bit more love and attention than other parts of the body.  Plus the fact is the skin here is more delicate.  What we need are some good oils that will quickly absorb into the skin and are light.
